I’m the Government Chief Engineer, with over 10 years of experience in technology leadership roles—particularly focused on data analytics and cloud technologies. I’m passionate about using data and cloud to turn information into valuable insights that support critical business needs.

Throughout my career, I’ve taken on a range of roles, including Developer, Scrum Master, Architect, Continuous Improvement Specialist, Product Owner, and Chief Technology Officer. This variety has given me a broad perspective on both technical and organisational challenges, and I’m currently focused on driving both technical and cultural change across engineering teams in the UK Public Sector.

Team Topologies Advocacy

I’ve been a strong advocate for delivering business value over simply delivering software since my university days, where I earned a degree in Financial Computing. My focus has always been on the value of the outcome, not just the deliverable itself.

I first worked with Matthew Skelton during his time as Head of Engineering at the Home Office, while I served as the Product Owner for the cloud platform team. Together, we explored and tested various approaches to structuring platform teams and their interactions with development teams to maximize value and delivery flow.

Since then, I’ve continued championing the exploration and experimentation of team structures and operating models to ensure the most effective outcomes.

  • Quicker delivery on ministerial commitments using cloud architectures and fast flow principles – a blog post referencing our use of Team Topologies for faster flow.

  • I have co-authored Platform-based delivery with Defra’s Core Delivery Platform (published by our content designer), which outlines a platform-led approach to delivery.

  • Currently, I’m contributing to the UK Government’s skills framework by removing the DevOps role label, shifting the focus toward ways of working that empower teams and reduce unnecessary hand-offs.

  • I also recently spoke at a FinOps event about team interactions and ways of working in a financial operations context — the recording will be published soon on YouTube. Watch here (private for now)

  • A strong advocate for developer experience (DevEx), I delivered a keynote titled "What Makes Engineers Happy" at a DevEx-focused event, where I've explored themes including Team Topologies and their impact on team effectiveness.
